Opportunity Fire takes place (among other reasons) when a Unit leaves a hex which is in an enemy Fire Zone and tries to enter another hex (see Series Rulebook
17.2.)
If the enemy infantry Unit has a fire range of 1 (as almost all do...except for some German MG Units), then moving a friendly Unit from 2 hexes away to adjacent to the enemy Unit will not trigger Opportunity Fire, as the friendly Unit is not leaving a hex in an enemy Fire Zone. If the enemy Unit has a fire range of 2 (or more), then moving a friendly Unit from 2 hexes away to adjacent to the enemy Unit will trigger Opportunity Fire, as the hex the friendly Unit is in is in an enemy Fire Zone. The enemy Unit will need to pass a Troop Quality Check in order to take the shot, and if it does so, then the enemy Unit's Fire Rating will be modified by the range (for being 2 hexes away), Fire Zone to Fire Zone movement (+3), possible company bonus, possible terrain and weather modifiers, and possible friendly Unit's defense rating. |

Okay, I got that. I guess my problem is understanding why the Opportunity Fire wouldn't take place in the adjacent hex.

Opp Fire takes place as a Unit tries to do something. That something can be mount, dismount, engineer action, or leave its current hex, plus other Actions.
If a Unit is trying to leave its current hex, then the Opp Fire originates at the hex the Unit starts in (so if the Unit becomes Suppressed, it stays in the hex it starts in). Opp Fire is not for entering a new hex. |

I understand, thanks for the clarifications.
