Just curious at what is being simulated by making it so hard to gain radio contact with one formation if you already have radio contact with another formation.
Am I reading the rules correctly that if I do not have radio contact with anyone, I may need something like a 6 or less to gain contact. But if I already have contact with Formation #1 and want to change it to Formation #2, I may need to roll something like a 3 or less?
